Scoping
The scoping step is designed to identify all of the environmental issues that the EIS will need to address, all of the permits that will be required, and all of the studies that will need to be done. Citizens and groups are welcome to send in comments helping to identify the issues that must be addressed in the EIS.
Before the scope is adopted, there is opportunity for public comment.
Once the scope is finalized, independent consultants approved by the regulatory agency(ies) will conduct the necessary studies, at Franconia’s expense. Franconia must pay for the studies.
At this early stage of the Project, it appears that the following studies, at least, will be required. Some of these studies have already begun.

- Surface Water Sampling
- Ground Water Monitoring
- Air and Water Discharges
- Waste and Tailings Characterization
- Acid Rock Drainage
- Wetlands
- Wildlife
- Endangered Species
